The web site you listed had comments. One mentions the interpretation of the editorial is wrong and in one sense I agree. Most blog sites or other biographical sites are interactive services and as such, most blogs would not be affected at all. It could be argued any web page (even a personally created one) is interactive. Email would probably be considered otherwise, but would it?

I think if it's challenged, the constitution first ammendment would cause a re-write of this code. I'm sure it would be shot down in a challenge in court. At least I would hope so, the word annoy is very broad and undefinable in my opinion.

My two cents. Thanks for bringing this to my attention, though! I'm always eager to see the ways our government is trying to quash our rights and keep us under their thumb.
