The web site you listed had comments. One mentions the interpretation of the editorial is wrong and in one sense I agree. Most blog sites or other biographical sites are interactive services and as such, most blogs would not be affected at all. It could be argued any web page (even a personally created one) is interactive. Email would probably be considered otherwise, but would it? I think if it's challenged, the constitution first ammendment would cause a re-write of this code. I'm sure it would be shot down in a challenge in court. At least I would hope so, the word annoy is very broad and undefinable in my opinion. My two cents. Thanks for bringing this to my attention, though!
