Just because a review is on the Public Review Page, that doesn't necessarily make the review "public." If your item is set for Group Only, only members of that group will see the review on the Public Review Page. The same is true for content ratings. If you have your settings set to only see items below 18+, you will only see reviews of items rated under 18+.

Brandi, I don't remember the case you're talking about so I don't really know what happened there.
