Yes. When you create the static item, scroll down the form until you see a drop-down box which set by default to "Make public: allow everyone!"

You don't want this! If you open the drop-down menu, you will see a list of the other options. There is an option to restrict access to each group that you are a member of (but you can only restrict access to one group of your choice, not more than one). Simply select this one.
