Ah we can work on this together. Since it is not a person that people can hate, we have to work extra hard to bring out the fear so it becomes the underlying thing but doesn't over take the story. Yipes I just made this hard! I hope I can make it evident without making the reader say OH Fear is the antagonist. It is just there.
