Make sure you are answering all of the questions: (1) Protagonist(s). Who is(are) your main character(s)? (2) Goal(s). What do they want? (3) Conflict. What is keeping them from their goal? (4) Antagonist(s). Who(what) is creating the conflict? I tend to have the problem of writing premises that are too long and detailed, so usually during NaNo I'll actually have two! The first one, I info dump everything I am thinking into multiple paragraphs. It tends to help me get my thoughts together.
