In North America all newspapers are written at a grade 5 level which was determined years ago (think depression era and baby boomers who dropped out of school) so that the average person was able to read local news without issue. It would be a wonderful thing to have this raised bar but to my knowledge it remains the same. The last I researched the issue a couple of years ago it was the same. Not to say that there aren't books and other written items that aren't at a higher grade level this is just the average.
