Yep. I struggle with scope creep and have to deal with this all the time. I suggest brainstorming a premise for each side plot - that is, identify a protagonist, a goal, a conflict preventing the protagonist from meeting the goal, an antagonist causing the conflict, and a resolution. The protagonists for your side plots are not necessarily the same character as the main protagonist in your story, although it can be.
