In Excel you can fairly easily move cells especially since the 2013 version. But if you really want versatility, consider Scrivener for the cork board feature that allows you to freely move cue cards around. There is a 30 day trial I believe and you can try it to see if you can work with it.

It does have a bit of a learning curve but the features far outweigh the trouble.
