This might sound like an extreme suggestion... but consider scrapping the first few chapters and start where we meet your main characters. Would it work?

I wrote a book that started with around ten chapters of different characters before I got to my main character. I realized later that I was really writing two stories, and I've since split them into two novel projects, one that starts with my main character, and one that centers entirely around the different characters.
