I've always found that chapters will dictate their own length. Some may be shorter, some may be longer- it depends on what exactly is going on within the chapter. If there is a lot going on, then you will need a lot more space than, say, a chapter that is just there to separate a flashback.

I would say to trust your instincts; don't limit yourself with word counts for chapters. Let the flow and action tell you when a chapter is done.
