If you've already written book 1 then by all means focus on book 2. Some of the call to action may be different in a sequel because we've seen her throw it in, but like in Hunger Games when she finds out she's going back to the Games, there is a refusal. And in Book 3 when there is no District 12, she still refuses for a bit to be the Mockinjay until she sees more of what's going on.

SO if you're in book 2, and you've already written these things, then focus on what happened between end of 1 and beginning of 2, and show what it is that gets you on the journey of book 2.
