Goals are reminders or guidelines that should be met, but if something delays or prevents reaching these goals, consider them to be practice and preparation for meeting the next goals you set. If you set them too high you are setting yourself up for failure. If you set them too low you are robbing yourself of the challenging opportunity to stretch and reach higher thus making good progress.
