The floating city concept can work really well.

The idea is an old one; floating villages on rivers have existed for a long time, resulting in a very piscatorial economy.

Then there is Waterworld...

But as sea levels rise, it is an interesting concept to consider... and the vagaries of weather can add a great complication to the tale.
