A third option would be if the person who genetically engineered the roaches did it for positive reasons, then someone stole their research and the person unleashed the dangerous roaches on their enemy who stole their research. The hard part is figuring out what the positive reasons for genetically engineering roaches would be.

I think the scenario with the girl seems more plausible to me, the motivation of the first kid doesn’t seem as plausible or interesting.
